First and last look at Bucky in Civil War.

When the Cosmic Cube delivers the Winter Soldier file to Steve Rogers (in Captain America #11: The Winter Soldier run, written by Ed Brubaker and drawn by Steve Epting), we see the story of Bucky becoming the Winter Soldier told through the file reports.

During the period between handlers in the late 1980s, just before Major General Karpov dies, the Winter Soldier is decommissioned and put into storage inside his cryostasis tank, along with most of Department X’s “abandoned experiments”.
