He tells Peggy what to say to Steve "word for word." She advises Steve to let Bucky go because "Barnes isn't some wounded boy in need of saving. He's a man who made a choice. And you're his enemy now."

What's happening in Manhattan is The Power's next move for the Outer Circle. He has deployed the Starpoint MODOC, who has reinserted himself into the minds of Captain America and his team. Under his control, the Invaders simply repeat their fruitless, losing efforts against AIM over and over and over again. MODOC is just playing with them, gleefully and ruthlessly.
