Wow, it was worth the wait to get to this issue!
After killing The Revolution, Bucky plans to take his place at the Gaming Table and bring down the Outer Circle from within. But he can't do what's necessary to get his vengeance with morality-bound Steve "standing over my shoulder. I go where you can't. It's always been that way."
However, Steve won't leave Bucky behind -- "Never again" -- so an epic battle ensues between the two super soldiers.

After several pages of violent mayhem, Bucky does what he has to do and Steve falls from the Shadow Capital back down to the earth. He survives the fall, of course, because it's hard to kill a super soldier.

Bucky is given a new cyber arm, puts his hair up in a bun (just like he did in Madripoor when gambling), dons a villain's cape and gets his seat at the table.
"The player has changed . . . but the game remains."
